Does anyone know if there is an application that allows you to alter and print an existing map?

Tell me if you've experienced this. Writing a Mekton Zeta scenario for the Freedom! game setting. The scenario is set in Ottawa in the year 2374. The city has been perfectly preserved by the invading "Leaders" since it was abandoned in 2260.
